中央学院大学の川久保教授から講演会企画の打診が有りました。講師はウクライナ出身の在米教授でウクライナをめぐる現況をとおして考える戦争と平和をテーマとするものです。ロシアによるウクライナ侵攻から1年4カ月が経過し、AIRAでは平和は我孫子市の平和推進事業に関わるものでもあり、また平和について考える時期を得た内容と考え、川久保文紀研究室と合同で開催することにしました。
Prof. KASWAKUBO of Chuo Gakuin University initially proposed AIRA to hold a lecture. The theme would be “war and peace” reflecting the current situation in Ukraine, which would be very timely, because 16 months have past since Russian invasion of Ukraine started. AIRA decided to hold the lecture with Dr. KAWAKUBO’s laboratory jointly. AIRA considered that thinking about peace was closely related to both “Abiko City’s peace promotion project” and the best timing of thinking about peace. (No. 23-7)
アレクセーエフ教授はウクライナのキーウ出身で、2000年からサンディエゴ州立大学で教鞭をとり、多数の著書・論文を発表しています。
The lecturer, Prof. Mikhail Alexseev from Kiew, Ukraine, has been teaching at San Diego State University, U.S., since 2000, and written numerous books and papers.
講演会は、猿渡ボランティア部会長の司会進行で始まり、先ず北嶋会長から開催に至る説明、続いて川久保教授から講師紹介、講演の趣旨説明及び通訳の竹内准教授の紹介が有りました。
AIRA’s Director Volunteer Services SARUWATARI Ko moderated the lecture. Firstly, AIRA’s President KITAJIMA Fumiko gave a short explanation of the process of holding the lecture. Then Prof. KAWAKUBO introduced the lecturer and the interpreter, Associate Prof, TAKEUCHI and sketched the lecture briefly.
講演は、スクリーンに資料を映しながら、講師による英語での説明を日本語に通訳して行われました。
The lecture was interpreted from English into Japanese, with materials projected on a screen. The topics of the lecture are the flowing:
（1）ロシア・ウクライナ戦争の現状、The current situation of the Russia and Ukraine War （2）グローバルな歴史的文脈におけるロシア侵攻、Russian invasion perceived in the global history（3）なぜウクライナは勝利しなければならないのか Why Ukraine must win
の内容で進められました。
「世界政治の長期波動（Long Cycles of World Politics）1494年～2022年」の説明では、世界の70％の軍事力を持つ覇権国が存在する時は覇権国がグローバルな秩序を作り国際政治は安定していた。しかし、30％を切ると争いが増え、特に独裁的な国が存在すると危険性が増す、との説明がありました。
In explaining “Long Cycles of World Politics from 1494 to 2022, he argued if there is a hegemon with 70% of the world military power, the hegemon creates global order that can maintain stable international politics. However, the military power of the country drops below 30%, the number of conflicts and disputes increases, in particular when there are autocratic countries, the risk of them goes up.
1990年代以降、プーチン大統領は戦後アメリカが築いた国際秩序に挑戦している。ウクライナへの侵攻はウクライナの国の問題だけではない。経済制裁や国連機能は、安全保障に役立たない。国際関係論の立場で言うと、民主主義国家は戦争を仕掛けていない。独裁国の軍事力を衰退させ、国際的な平和を維持するには、「ウクライナ」は勝利しなけらばならない。
Since the 1990s, the Russian President Vladimir Putin has challenged the postwar international order the U.S. established. The invasion of Ukraine isn’t only the issue of Ukraine. Economic sanctions and UN functions are useless for security. From the standpoint of international relations theory, democratic countries didn’t wage war. Ukraine must win not only to let the autocratic country diminish its military power but to maintain international peace.
講演後3名の方から質問が有り、講師から答えていました。
大村中央学院大学学長（AIRA副会長）による閉会の辞に続き、講演会は終了しました。
Following the lecture, the lecturer answered questions from three people.
The lecture closed with a closing address by Mr. Omura, President of Chuo Gakuin University (Vice President of AIRA)
終了後、会議室１で懇談の場がもたれ、約30名の方が参加され、感想を述べ合ったり、アレクセーエフ教授と対話していました。教授は市民の方と直接触れ合うことができ、とても有益だったと感想を述べていました。
Then about 30 people moved to the Meeting Room #1, where they shared their impressions and ideas and talked with Prof. Mikhail Alexseev. The professor commented that it was very useful for him to have a direct contact with Abiko citizens.
